269573 may be certainly seen, at first, as another incarnation of
the "please remove {add|remove}-shell from passwd" requests (#268656,
#293171, #208514).

I found no rationale for these utilities to be included in passwd and
everyone seems to agree that they'd better live in debianutils.

If we plan to do so, then we have to coordinate with Clint Adams,
debianutils maintainer, which won't be difficult.

So, we need to organize the transition.

If I'm correct, debianutils should shoot first by uploading a new
version, inclusind the utilities, and conflicting with the current
version of the shadow package (current=the one in unstable at the
moment of the upload) as well as all lower versions of course.

Then, we upload a new version of shadow without the utilities and here
we are....later hoping that nothing later blocks debianutils to enter
testing during a too long time..:-)

Am I right or is the transition more complicated?

We probably need to also warn the maintainers of packages which make
use of add|remove-shell (probably shell scripts) so that they replace
the dependency on passwd by a versioned dependency on debianutils.

Am I right here, again?

PS: this probably doesn't completely solve the issue of bash not being
removable when being the last installed shell but that one may be
dealt with later, IMHO.
