It must be changed to "obsoleted by PAM in login and su on use tu setup 
$MAIL variable" :>
In all other cases PAM seems can't help.

Today I disscuss with Nicolas about possible solutions this problem and
seems it will be next point on TODO for next shadow (4.0.14) release.
