since passwd 1:4.0.12-2 /etc/pam.d/passwd seems not to be in the package
anymore:

A quick check over my archive showed that it's included until
1:4.0.3-39, the last 4.0.3-package.

If you think this is intentional, feel free to just close this bug, but
please consider to remove a stale conffile in postinst or somewhere like
that then.
