[Pkg-shadow-devel] Bug#353562: adduser: [s/390] chfn: Permission denied

During new installations of unstable on s/390 and hppa, I noticed this
error in the syslog of the installer.
This issue could maybe be related to http://bugs.debian.org/352037.

The relevant part of the log follows (perl warnings can probably be ignored;
these occur more often during installs).
