The command is executed in a chroot for the newly installed system. We do 
mount proc in the chroot for some operations, but it is likely that it is 
not mounted at this point.

I would suggest upgrading the severity of #352494 to serious as I feel 
shadow should not be allowed to migrate to testing before this issue is 
sorted out (current version is 8 days old).

A migration to testing now would be bad for the Debian Installer release 
that we are currently preparing.
