The settings originally described by Jeff in this bug report are not
mandatory to reproduce the bug.

Simply trying to execute "exec login root" from a non root login shell
in a VC is enough to get the "No utmp entry.  You must exec "login"
from the lowest level "sh"" message.

"exec login" does not work either....
