I've committed 2 fixes (so update if you intend to upload).

Sorry, I was wrong, I thought both NEWS.Debian would be displayed, but only
one is displayed by apt-listchanges.

Thus, debian/login.NEWS and debian/passwd.NEWS should be merged in a new
debian/NEWS file.
BTW, the changelog should be fixed (the line regarding the split of NEWS
should be removed) (this will also fix a typo).
I'm joining a patch for this (I'm not applying it tonight because in case
there is another way, I don't want to play yoyo).

I've tested it. If login or passwd is updated alone, then the 4.0.14
NEWS entry is displayed. If both are updated, the 4.0.14 NEWS entry is
displayed.



There are also some other minor isuues:
 * there is a README.shells in passwd
   (it should be removed; maybe given to debianutils)
 * the pam.d files for the non-PAM enabled utilities are no more
   distributed, but users who will update from a version >= 4.0.12 (?)
   will still have them. Shall we add something to remove them? (the
   problem is that they were conffiles)
 * Shall the debian/changelog and debian/NEWS release date be updated?
