This is the version  that indirectly fixes a flaw in the sarge
installer which, under certain circumstances, can leave the root
password readable in the debconf database.

"Security" update, then. Because this update has to go along with an
update to base-config which has been uploaded by Joey Hess to
proposed-updates (thus for processing by the Stable Release Managers),
it has been uploaded to the same queue instead of the security queue.
