It seems strange to me since, at least from 1999, useradd checks if the
user exists with getpwnam(), which should use the nsswitch.conf
configuration.
Do you know what version of useradd was used in RHEL 5?

If some users are interested, I can also add options to the shadow utils
to force the usage of only the file databases.
