I can give you commit access to the shadow repository.
(Just create an account on Alioth and request to be added to the
pkg-shadow group: "Request to join" link on
http://alioth.debian.org/projects/pkg-shadow/)

My preferred solution would be to do it on a branch in the same
repository, but if you prefer, you can also do it on an external
repository and send patches.

It would be nice to keep the possibility to enable or disable it with
configure (but this can be done later).
