I had a look at chown_tree, and it already protects against changing the
ownership of files that are not already owned by the user (on a file per
file basis).

So in the use case of https://bugzilla.redhat.com/show_bug.cgi?id=480632
usermod will certainly take a long time (and might be scary for the user),
but should not arm the system.

The patch changes the behavior of usermod when the user's home directory
was not owned by the user and some file or directories were owned by the
user.

So now I'm not sure this change is needed.

I've made a small change to the usermod manpage to be more explicit
(actually I just split the big paragraph into smaller chunks so that the
different ideas are explained in separate paragraphs)
