Contrary to what the PAM manual says, login sets PAM_TTY to "tty1"
rather than to "/dev/tty1":

$ man pam_set_item | grep -A3 PAM_TTY$ | sed -e 's/^ *//'
PAM_TTY
The terminal name: prefixed by /dev/ if it is a device file; for
graphical, X-based, applications the value for this item should be
the $DISPLAY variable.
