To increase the readability of the comment, I propose:

# For non-PAM systems, the default value of UMASK is 022
# which is the default permission of an user's home directory
# when created with the commands useradd, adduser and newusers.

# For example, when UMASK is set to 022, such commands will create
# an user with home directory permission set to 755.
# Refer to the manpage of umask for further information on permission.
