Isn't it occupied because of older versions of shadow?

On my computers, 101 to at least 115 were created before I created my
first user. (I guess because GID_MIN used to be 100 on Debian).

On the other hand, I do not really need to have consecutive ranges.
But the default /etc/login.defs should be configured consistently with the
default in the code.

I think it is fine to keep 101.
I will change the default SYS_GID_MIN / SYS_UID_MIN to 101 in login.defs.
(While looking at it, I also think the GROUP in /etc/default/useradd
should accept a group name)
