$ passwd --help
...
  -n, --mindays MIN_DAYS        set minimum number of days before password
                                change to MIN_DAYS
...

passwd(1) man page says:

      -m, --mindays MIN_DAYS

it should read

      -n, --mindays MIN_DAYS


So in passwd(1) one 'm' needs to be changed to 'n'.
