The problem is that LIBPAM is set in configure.in whether with_pam is set
to "yes" or "maybe".


I propose to unset it when "maybe" is checked as a "no".
Could you check the attached patch (not tested).

If it does not work, could you change "unset LIBPAM" to LIBPAM=""
