[Pkg-shadow-devel] files with ACLs in skel dir

Dear upstream,

I have received customer request, where customer asked for preserving ACLs of 
files in  /etc/skel/* when new user is created. I was told that this mechanism 
already works in SUSE Enterprise Linux. If you consider it useful, please take 
a look at the patch. It will probably need more adjustment. It's just the first 
version that works for me.
