You do not have only to change shadow for this, but also all the tools
which will try to read /etc/shadow for authentication of an user
(e.g. libc, PAM).

Even for some shadow utils related configuration files, like
/etc/login.defs, I would not recommend to move it since some other
utilities outside shadow are using it.

You may have a look at TCB, which split the shadow file in smaller files
all placed in a subfolder of /etc/ (but I'm not sure this is your intend).
