[Pkg-shadow-devel] limits.conf maxlogin issue

I set

   "user1 hard maxlogins 2"

in /etc/security/limits.conf file

i  "logged in as user1 twice in tty1 and tty2 " While logging for
third time on tty3 it said "Too many logins" and respawns login process- So
i logged out
"logout" from previous two logins from tt1 and tty2 ...even now it
says the same error msg on tty3

I can verify this using "who" command running as root.
Is this bug with login/pam.d interface? or I missed something?

I'm using Fedora 12.
