[Pkg-shadow-devel] Bug#616167: Poor diagnostic when run by a non privileged user

When running tools like userdel as a non privileged user, the resulting
error message is:

userdel: unable to lock password file

This is a cryptic message that does not provide a clue as to what the
problem is ( you don't have permission ).  This message should be improved.
