[Pkg-shadow-devel] Bug#617295: userdel -f fails if there is no mailspool

userdel: warning: can't remove /var/mail/foo: No such file or directory

I'm only using userdel -f because userdel -r has started failing when
the user still has a process running. Unfortunatly -f drags in this
and other unwanted behavior.
