is the original bug.

It seems that /var/log/wtmp is being updated by pam_lastlog, but /var/run/utmp
is not, and there's nothing in the pam_lastlog manual page to suggest that it
updates utmp.

The result is that now nothing is updating /var/run/utmp when the user logs
in.
