I ran configure on shadow-4.1.5.1 with "--sbindir=/bin", but it still installed the files in /sbin.

--sbindir=/bin should have installed nologin in /bin.

Similarly --bindir is only applicable for groups, login and su
For the tools installed in /usr/sbin or /usr/bin, you can only configure the prefix (/usr/).
I would like to avoid tool much autoconf / automake rework because it is a nightmare to maintain.
Why do you want to put the tools (e.g. chsh and groupdel) in the same directory?
