[Pkg-shadow-devel] useradd, no loginshell set in /etc/passwd

Hello together,

builded up a live-Linux for USB-Flashdrives based on Ubuntu 16.04 
(Xenial). Shadow-utils 4.2 are installed.
Using the useradd command, I dont get an entry for the Loginshell in 
/etc/passwd.

For example:

# useradd foo
# cat /etc/passwd  | grep foo
   foo:x:1003:1003::/home/foo:

# echo $SHELL
/bin/bash

---------

On former systems there was this entry. Like:
foo:x:1003:1003::/home/foo:/bin/bash

Can somebody show me a way to fix this new behavior without using the -s 
optin of useradd?
