[Pkg-shadow-devel] License in separate file

Hi,

the shadow package tarball does not contain the BSD license in a
separate file. Could you please add it? What is the status of the
COPYING file? Perhaps it should be reworded to contain the BSD license
and some statement that alternatively this license can be chosen?
