login.defs contains one string in non-ascii code.
Affected line is on line 217.
'If set to yes, userdel will remove the user<C2><B4>s group if it contains no'

Standard package installation

     ineffective)?
Puppet to patch the login.defs file, with LANG=C.

   * What was the outcome of this action?
Diff fail with 
Debug: Executing 'diff -u /etc/login.defs /tmp/puppet-file20170106-1417-17aixkh'
Error: invalid byte sequence in US-ASCII

Very likely there may be other reproducer.
