[Pkg-shadow-devel] should src:adduser, src:shadow and src:base-passwd work together?

I've belatedly changed base-passwd's Maintainer field to
pkg-shadow-devel.  Marc and Chris, feel free to add yourselves to
Uploaders if you want (or not if you don't).
