[Pkg-shadow-devel] should src:adduser, src:shadow and src:base-passwd work together?

The only practical problem I've ever had with base-passwd being in
debian/ was the slight git mess resulting from
https://bugs.debian.org/1012622.  Other than that, to be fair, people
have mostly had the common sense not to touch things when it isn't
needed.
