problems with s390 dependencies

There's no build log, so I'm not sure.  It's possible that s390 tried to
build it before xml-security-c, though, which would have caused a build
failure.  I tried to avoid that by staggering the uploads and waiting for
each package to build before uploading the next, but s390 is one of the
ones that tends to lag.
