dev package dependencies

Hi,

Shouldn't the various *-dev packages depend on each other?  Eg.

Package: libxml-security-c-dev
Depends: libxml-security-c14 (= ${binary:Version}), libxerces27-dev,
 libxalan110-dev, libssl-dev

because xsec/enc/OpenSSL/OpenSSLCryptoBase64.hpp #includes
openssl/evp.h, xsec/framework/XSECW32Config.hpp #includes
xercesc/util/XercesVersion.hpp and xalanc/Include/XalanVersion.hpp and
so on?
