Starting work on the shibboleth-sp2 packages

Oh, I should also note: what I say possibly applies to the WS-Trust.xsd
file as well (particularly if the clearly creative license statement were
removed), but Debian tends to err on the side of honoring license
statements even if we don't believe the work is copyrightable when they're
present.  The OASIS specifications however don't include a license
statement.

I should probably raise this on debian-legal and ask for advice.
