Upcoming Shibboleth package transition

Russ, there's going to a 2.2.1 fairly soon (couple weeks or less) in
response to the widespread SSL issues disclosed at Black Hat. Some of the
fixes are in curl (and presumably are being backported?), but I have a
couple myself.

I wasn't planning a full release, but I ran into some more bugs while fixing
the SSL problem and it became pointless not to just revise all three of my
packages.

I meant to send a note about it yesterday when I made the decision.
