Moving etch branch to etch-backports

I'm renaming the etch branch for xml-security-c in the repository to
etch-backports so that I can create a separate etch branch for security
updates that go directly into etch.  Sorry about the disruption -- I
should have given better branch naming advise.

You will see a new remote branch show up in your local Git repository, and
you may want to rename any corresponding local branches (git branch -m)
and edit .git/config to fix which remote branch they track.
