    Fix quoting for Autoconf 2.63
    
    Autoconf 2.63 didn't like the way variables were formed inside the
    doxygen.m4 macros.  Redo the quoting in a way that appears to work
    for Autoconf 2.63 and hopefully doesn't break anything.
