Security fix diffs for 1.3.x

Here is the updated and now much smaller patch, which includes the fastcgi
changes as well.  I don't think they're built by default and I doubt
anyone is using them from Debian, but better safe than sorry; they at
least in theory could be built.

I've left out the NSAPI and ISAPI changes because they really can't be
built against the software that's in Debian, whereas Debian does include
FastCGI.

This patch leaves the schema version at 1.3.1.
