List changed to hold non-member postings

I've changed the configuration of this mailing list to hold non-member
postings, since several subscribers are regularly getting kicked off the
list because their local mail servers reject spam that goes through the
list.  Hopefully I can be fairly quick to review and approve posts.

If anyone else is willing to get the list review queue traffic and go
into the Mailman interface regularly to approve posts, let me know and
I'll add you as an owner and give you the list password.
