Update on Shibboleth package transition

Unfortunately, a combination of a libtool *.la file from Xerces-C and some
build dependency problems as a result caused the Shibboleth transition to
get entangled with the icu transition.  Also, during the NEW periods,
upstream released several security advisories affecting xmltooling and
shibboleth-sp2, so there were new packages that needed to be uploaded.

At this point, all of the Shibboleth packages are now in unstable and I
think we're just waiting for builds before they can all be hinted in
together.  It looks like everything is at least building at this point.

The affected packages are:

    xml-security-c/1.5.1-2
    xmltooling/1.2.2-1
    opensaml2/2.2.1-1
    shibboleth-sp2/2.2.1+dfsg-1

The first two are fully built.  The second two have a few more platforms
to go because they were just recently uploaded.

I'm watching the build status and can let you know when everything is
built and ready to go.

The original transition also included Shibboleth 1.x packages, but since
those packages weren't compatible with Xerces-C 3.0 or with the current
XML-Security-C when built against Xerces-C 3.0, they were instead removed
from the archive.
