    Canonicalize Vcs-* URLS, update standards version and copyright
    
    * Canonicalize the URLs in the Vcs-Git and Vcs-Browser control fields.
    * Update standards version to 3.9.4.
      - Update debian/copyright to specify copyright-format 1.0.
