Bug#740603: /etc/shibboleth not created when not using libapache2-mod-shib2

I'm hoping that we'll have a resolution for this before there's a need for
a libshib-plugins7.  If not, then I'll take that approach (I don't think I
foreclosed it by calling libshib-plugins6 libshibsp-plugins instead).
