Stepping down from Shibboleth package maintenance

Hello everyone,

I'm moving on from Stanford and joining Dropbox's site reliability
engineering team.  My last day at Stanford will be August 15th.  As part
of that transition, I'm winding down various work that I was doing as part
of my job at Stanford, in anticipation of starting on a variety of new
projects at my new employer.

Shibboleth package maintenance was one of those things, so I will need to
transition that to others.  The packages involved are:

* log4shib
* xml-security-c
* xmltooling
* opensaml2
* shibboleth-sp2

along with their backports to stable.  Everything should be current in Git
for all of the packages.

I'm happy to assist with sponsoring uploads, delegating upload authority
to anyone with DM status who would like to maintain the packages, and
answering any questions about the packages for the transition.  I will
also continue to provide security support as necessary until other folks
can take over the package maintenance, although of course I'd prefer that
to not drag on for too long.

Unfortunately, this also means that I won't get a chance to look at
Matthew Vernon's work on packaging the Shibboleth IdP for Debian.  That
would be very good work to finish incorporating into Debian in conjunction
with the Java packaging team, if anyone has the time.
