Copyright issue with shibboleth-resolver, getting an original tarball

The resolver library is tagged and released as 1.0.0 [1].

I removed the LGPL reference and maintained the same copyright to at least
maintain a consistent "APIs aren't credited" posture in the code.

As an officially posted extension, I'll add it to the Shibboleth
Contributions page and support it via our dev list.
