None of them are needed specifically, they're plugin modules to my
runtime, same as Apache modules are to Apache's. Nothing in the core code
depends on them, and I don't believe any default features use them.

That's what they are, so yes.

It's gray, but I guess ultimately it's the library using them, the rest of
the pieces are just initializing the library to do work. I suppose I can't
think of any specific way in which the other pieces rely directly on those
files.
