The list of compiled and linked modules depends on the BUILD_XMLSEC
Automake condition. Believe or not, you introduced this with ca1f460
ten years ago. Looks like moving KeyInfoTest, MarshallingTest,
NonVisibleNamespaceTest and UnmarshallingTest into the xmlsec-only build
gets xmltoolingtest link and run without xmlsec as well. Does it make
sense for you, knowing what these tests actually do? (If not, then I
most probably broke something migrating configure.ac to pkg-config.)
