opensaml2, pkg-config on wheezy and PKG_CHECK_VAR macro

I've found some indication that AM_TESTS_ENVIRONMENT might be ignored by
the Automake in wheezy (1.11.6):

Can you try setting TESTS_ENVIRONMENT on the configure command line?
Just a little bit easier than patching samltest.h, but either is good
for a wheezy backport.

BTW it's a somewhat suprising upstream change in 30b83b6, related to
https://issues.shibboleth.net/jira/browse/CPPOST-94; I've long planned
asking around about it, but haven't got there yet.
