xmltooling: allowed dependencies in backports?

Hi maintainers,

Now that all packages are in testing, I'm going to backport them
starting with xmltooling. :)

I've just hit something I don't know how to answer for xmltooling
1.6.0-3: it has a build dependency on libxml-security-c-dev (>= 1.7.3-3)
which cannot be satisfied by jessie (1.7.2-3). Are packages in
jessie-backports allowed to depend on other packages in jessie-backports
or must they only depend on what's in jessie?
