Dependencies for opensaml2 2.6.0-4 jessie backport

Hi Ferenc,

I moved on to backporting the next package in the chain: opensaml2 for
jessie. I changed the build dependencies (needed for pkg-config) and
binary dependencies to require the backported versions.

Here is the diff for debian/control, is that correct?
