Okay, I see you're careful.  Don't you even plan to release
XML-Security-C 2 earlier than that?  I ask because I've been carrying
some build system patches (pkg-config support) for years and those would
be best shipped together with other major changes to enable dropping the
legacy open-coded Autoconf detection machinery.
