stretch backport of shibboleth-sp2 2.6.1+dfsg1-2

Hi Ferenc,

I don't remember whether I've already asked you to review the dependency
changes I committed for the shibboleth-sp2 backport to stretch in order
to depend on backported packages... If not, they're in the
debian/stretch-backports branch (7679663).

I've bumped dependencies on -dev packages and added explicit
dependencies on libs for binary packages that use them:

+ libsaml9 (>= 2.6.1-1~),
+ libshibsp7 (= ${binary:Version}),
+ libxmltooling7 (>= 1.6.2-1~),

Did I miss anything or is my logic flawed here?
