backport xmltooling 1.6.0-4+deb9u1 stretch -> jessie-backports

Hi Ferenc,

Thank you for the quick security fixes and pushing all of this to the
git repo. :) Based on that, I merged branch debian/stretch into
debian/jessie-backports to produce xmltooling 1.6.0-4+deb9u1~bpo8+1 for
jessie-backports. The resulting package is now on mentors
(https://mentors.debian.net/package/xmltooling). Would you mind
reviewing it and uploading it to jessie-backports if it's OK?
