New xmltooling 1.6.3

I don't think so.  However, I'm contemplating migrating the repository
to salsa.debian.org, Alioth's retirement drawing closer.  And that would
bring changes in the Vcs control fields.  Are you okay with joining a
Shibboleth packaging team on salsa.d.o?

Shouldn't we wait for the xmltooling 1.6.3 backport with that?
